Good point. Looking again, it does look like this window is the stair landing and that there is a litle fire here. I'm guessing we are looking at the top of the door to the fire apartment starting to burn through. A little water from the can might be well used buying some time here (yes, my station's truck company in CA carries one too. I know most on this coast don't.). Also judging from the smoke comming from this window, smoke will be a problem up the stairweel and on the top floor.
