It looks like there are many windows opened with no one hanging out of them.
It would appear that this is a vacant structure. But this leaves the posibility
of the homeless. Exposures appear to have space between them and the fire building
however due to the fact this building appears to have been open to the elements for
some time the threat of colapse is always present. Any buildings should be evacuated
that are within the colapse zone if the fire should progreses any further .
Thats what I see.
