Maybe Assumptions is a tuff word and just plain "size-up" would be better. However no matter how we say it
some ware we have to assume something from what we see:
This is a 6 story new law tenement with some windows tinned up. It is not the first fire that this building has had.
I would almost bet that this fire will be fought from inside.
I once had one all tinned up tenement on fire.The fire escapes were all removed, and the front door was chained and locked from the outside. Top floor fire and there were two people still living in there! One woman on the ground floor and a man on the top floor, the fire apartment. The old man had been robbed, beaten and tied to a chair and they set his apartment on fire and left to die in the fire. He was very glad to see us!
